At the 22nd meeting of the Internal Security Council held on 19th August 1961 a document entitled “The security situation in Singapore as on the 1st August 1961” which according to Lee Kuan Yew was “a professional assessment by the Singapore Special Branch” was presented. Lord Selkirk was clearly not satisfied with the report.
Lord Selkirk referred to “the lack of evidence of real Communist connections in Singapore. The crux of the matter was the source of the communist directive”. Lee Kuan Yew responded that “the Special Branch were in the process of carrying out an examination of communist sources and hoped to have a plan prepared during the coming week”
Nothing further was produced to show the source of the communist directive at the next meeting.
