In spite of intensive investigations, no evidence has been obtained of C.P.M. [Communist Party of Malaya] directions to open United Front workers as to how they should carry out their activities…..There is no evidence that the United Front leaders are looking beyond Merger to the possibilities of bringing about a Socialist Malaysia.

In his report, Mr. Williams challenges the key conclusion of the Singapore Special Branch report that “the Communists control the instruments capable of assuming political power in Singapore by constitutional means.”
Furthermore, he says that the action [of arrests] will not improve the security situation of Singapore and it may give rise to “a genuine grievance that the opposition has been stifled by force.”
